Mr Mortazavi was born in January, 1962, in Farsan County in Chaharmahal and Bakhtiari Province.  He has already played important roles in the Central Sheriffdom of Farsan, Lordegan governorship, Birjand governorship, Membership in the Central Council of Society of Devotees of the Islamic Revolution,  Editor in chief of Hemayat Newspaper of the Judiciary, Secretary of the election , South Khorasan governor in the 9^th government,  Political deputy of the Ministry of the Interior in the 10^th government. He made a course about the Islamic Jurisdiction.
